The Problem

The training gap is the audit risk.

Most monitor training today is a one-day classroom session at activation kickoff. By day two, the new monitor is at the curb making eligibility calls that determine whether a load is reimbursable under FEMA Public Assistance. Get it wrong and the recipient absorbs the cost. Get it consistently wrong across a program and the audit becomes a nightmare.

There's no industry-wide credentialing for debris monitors, no continuous learning path, no consistent way to know if a monitor on day five has the same understanding as one on day fifteen. What Atlas Learn Will Do

Pre-deployment readiness

Modular content covering FEMA Public Assistance fundamentals, eligibility calls, debris classification, ticket capture, hazard identification, and chain-of-custody documentation — all completed before the monitor sets foot on a debris site.

Role-specific paths

Monitor, field supervisor, data manager, project manager, and program manager each get a learning path scaled to their decisions. A data manager doesn't need eligibility-call drills; a monitor doesn't need program-wide reconciliation training. The right depth, for the right role.

FEMA-aligned curriculum

Curriculum mapped to FEMA Public Assistance debris management policies — Categories A and B, eligible and ineligible debris, hazard removal workflows, reasonable cost. Updated with each FEMA policy revision so the field doesn't drift from the regulation.

Credential tracking

Every monitor's training history, completion dates, and credential status in one record that travels with them across employers and activations. Renewal reminders before they expire — not after the next activation discovers the gap.

Field-app integration

Atlas Learn credentials live in the same identity model as the Atlas field app. Work assignment can require a current credential. Expired training blocks check-in until renewed. The audit trail shows the training that backed the work, not just the work itself.
